Municipal initiatives prioritise improvements to buildings and housing conditions.
In the early 2020s, Barcelona City Council, together with the Municipal Institute of Urbanism, launched a comprehensive regeneration plan for Besòs i el Maresme. The programme included technical inspections of buildings, the prioritisation of interventions and the remediation of housing with structural defects and poor living conditions. In 2024, the authorities reported that 204 dwellings were either being remediated or scheduled for remediation, partly with EU funding. The strategy aims to improve the quality of buildings, energy efficiency and living conditions in an aging housing stock.
